In Glendale, Calif. Why are Cops Videotaping You Getting a TIcket?

Now, when the give people tickets, two cameramen get out of the police car and videotape you and take down every word you say while another police officer is writing a ticket?
Is this unusual or what or is this person a suspect or something?

The judge nd cant tell much more difficult to make our job more difficult to figure out much more difficult to tape every single **** nd come outta the judge nd cant tell much how we can figure out so many ways to make up story and win the court.
